		<description><![CDATA[G-Man:  You’re starting to make me question your reading comprehension.  This story is about Russian—actually, Putin and his minions—attempts to “curb American influence” in that country.  The $12 million was for a program, not research.  One among many.  The question is why Putin feels the need to do this.  I’ll give you my theory.  It’s because of America’s “weapons of mass attraction.”  Putin knows if he lets them infiltrate into Russia, he and his like will lose power sooner or later.  He fears the Russian equivalent of the Arab Spring.  To win this culture battle, we need only be patient and make America as successful in as many ways possible, but especially in areas of civil rights, economic prosperity, science and technology, the arts, and popular (i.e., mass appeal primarily to young people) culture.  Combine our freedom, diversity, economic incentives, and resources in the right doses, and what comes out is human creativity unmatched in the world.  It’s hard for a relatively dismal place like Russia to compete with that, so the government turns to despotism.  We’ve seen it many other places—Iran is a good example.  It won’t work if we don’t do something stupid, such as take the bait Putin is setting out for us.  Let it go, and concentrate on building up our stockpile of WMAs at home, and we—that is, our culture—will dominate the world.]]></description>
