Instead of giving them a cell phone, why not give them housing, food, job training,free transportation to work for those who have jobs, free child are for those who work, counseling, etc. the list could go on & on. A cell phone is a luxury. Shouldn't California help low income people with their needs before their wants. I'm just sayin.

Where have you been Debra? Vacationing in the Seychelles Islands or something? The parasite welfare and illegal alien under class is already getting free food, housing, medical care!
