In last October’s “How to sink the ship of state” column, we discussed Republican obstructionism in Congress. Well, the results are in, and this Congress passed only 90 bills last year, a modern-era low. Of the 90, three were to reappoint regents to the Smithsonian Institution, 16 were to name federal buildings in honor of someone and many of the rest were simple “housekeeping” bills to extend funding on programs already in existence.

Over the last year, virtually every attempt to ease the effects of this recession — every attempt to make life easier for the 99 percent of us Americans on the bottom — has been blocked by congressional Republicans responding to their prime directive: Make President Barack Obama look bad in order to prevent his re-election.

Last week’s bipartisan congressional compromise, extending the payroll tax cuts, in effect, giving a 2 percent raise to 160 million American workers, might be seen as a faint glimmer of hope that partisan politics have finally given way to pragmatism in Washington. Since this is an election year, maybe both parties in Congress will actually get along, long enough to fool us into re-electing them, and maybe, just maybe, long-delayed help will come for an America suffering the worst economic setback since the 1930s.

Americans are universally fed up with the childish behavior that has stalled any and every attempt to move our economy forward. A CBS News/New York Times poll, and a Gallup poll, both taken earlier this month, showed a mere 10 percent approval rating for Congress. This is the lowest approval rating in Gallup’s history — going back to 1974. The previous historic low was 11 percent, two months ago.

The obvious question is, “How could anyone approve of this behavior?”

The Republicans have used their “do-nothing” game plan before. In 1948, Republican majorities in both the House and Senate tried to get rid of Democratic President Harry Truman by making him look like an ineffective leader. Truman, who became president when Franklin Roosevelt died, labeled this 8oth Congress the “do-nothing Congress.” In actuality, they passed far more significant legislation than today’s 112th Congress.

In a speech at the Democratic convention in July 1948, Truman highlighted the proposals stated in the Republican convention’s platform just a couple of weeks earlier: “Now listen! This is equally bad, and as cynical. The Republican platform comes out for slum clearance and low-rental housing. I have been trying to get them to pass that housing bill ever since they met the first time, and it is still resting in the Rules Committee, that bill. The Republican platform favors educational opportunity and promotion of education. I have been trying to get Congress to do something about that ever since they came there, and that bill is at rest in the House of Representatives. The Republican platform is for extending and increasing Social Security benefits. Think of that! Increasing Social Security benefits! Yet when they had the opportunity, they took 750,000 off the Social Security rolls! I wonder if they think they can fool the people of the United States with such poppycock as that!”

After the convention, Truman called Congress back into session hoping the Republicans would at least act on their own platform proposals. Congress again did nothing and adjourned for the year on Aug. 7th. Truman took his outrage, and his plain-talking truth, directly to the people. That November, American voters, disgusted with Republican obstructionism, kicked out the jams. Truman was elected president and the Democrats won huge majorities in both the House and Senate of the new, 81st Congress.

It’s time again, America: Kick out the jams.

  1. What a load of baloney! Why did Mikey not mention the Chief Obstructionist Harry Reid, DEMOCRAT, Nevada, who refuses to allow even a discussion of a budget in the Senate. More than 1,000 days of DEMOCRAT tyranny from the White House and the Senate have passed without a real budget emerging from the DEMOCRATS. Spin, spin, spin, Mikey. You just can’t dodge this one.

Well half the article was a trip down memory lane,when Kirchubel’s vile acts of evil were something his mother had to change for him.Again with the GOP..those recalcitrant obstructionist do nothings that just want to unseat Obama..maybe just take away his credit card as you would with a child whose spending has gone crazy out of control.I’ll remind Mr. K that 2010 saw the most resounding rebuke of the Democratic party in recent history,I’ll also remind Mr.K that with the exception of the dis-barred for life and impeached Bil Clinton no Democrat since Roosevelt has ever been re-elected.

  3. Mike, as usual, your interpretation of the facts leaves much to be desired. Voters are displeased with Congress. That is a fact. But it’s both parties, not just Republicans.

    I still am interested in who you’re going to vote for now that Obama is embracing the Superpacs. I wouldn’t think you would be able to sleep at night if you voted for Obama.

  4. More good information Mike. This obstructionist behavior is finally starting to hit home and folks are tired. I don’t think the majority of Americans are feeling it from the GOP. Then look at Santorum’s little upswing giving the ultra Conservatives hope. That is another bad sign for the Republican Party.

  6. Gary, I see Democratic opposition to Republicans as self-defense. I beieve the rest of the country is finally beginning to see that as well. Like Mr. Practical says and rightly so, there are problems on both sides of the aisle. I think the GOP howver, has pushed too hard and wil ultimately pay for their efforts.

    • The two major parties Democrat and Republican are both controlled by the International Bankers. Only Ron Paul is not (I hope).

    • Mr. P is just trying to deflect attention away from Ron Paul. I do not believe that he really supports Gary Johnson.

      • Not sure why you would believe that. I’ve been touting Johnson since before the nomination process. He’s the first politician that I agree with on nearly every issue. And he has a proven track record of execution.

        I have no problem with Paul. He would be my second choice. I just don’t believe he can win the nomination.

  9. These historical comparisons are tough. There are a lot of parallels between 2012 and 1948, but there are so many differences too, especially in how we communicate, how we are influenced, and the mountains of money spent to affect both. I expect the president will be reelected and there will be some modest gains for the Democrats in congress. I’m afraid the jams, whatever the cause, will still be there when the dust clears. China is not so jammed.

    • The FEDERAL RESERVE and the way money is controlled through out the world by the International Bankers is the problem. War for Profit and consolidating international control.

  10. This column is funny. It’s 2012, not 1948. And if Mike would remember his Civics class he would have to admit there are two houses in Congress. Unlike 1948, the Democrats control the Senate and the Presidency. That’s two of three. Maybe the misguided policies of both parties is the cause for Congress low ratings and the President’s impotence.
    Things are never as black and white as Mr Kirchubel makes them out to be. But it is amusing reading over toast and coffee.

    • These days you can’t “control” the Senate with less than 60 votes. Given that the U.S. Senate is the least democratically elected legislative house in the country (it would be unconstitutional if it weren’t established in the Constitution itself), the cloture rule, requring 60 votes to close off debate to have a vote on the question, bugs me. It’s a big reason we’ve had impasse from even before the 2010 election. I don’t think the House has a similar rule.

      I read somewhere that if you take the 41 Senators from the least popluated states, they represent only 11% of the nation’s population. It’s never that bad, but with the cloture rule, Senators representing well below 50% of the population can block legislation.

      • Look at it this way… The House represents the nation’s population. The Sentate represents the interest of the States. That’s good balance.

        • That was the compromise reached in 1787. Before that, it was all based on states. It wasn’t working. A lot of change has occurred since then, and I doubt is the Senate would be set up the same way today.

          Given the history, it wasn’t possible to go all the way to proportional representation, so we ended up with the Senate with two seats from each state and the electoral college. The Senate representation was so important to the small states that they put it out of reach of amendment (check it out). But it’s not exactly representing states. Senators from one state don’t have to vote as a bloc, for example.

          So we have what we have. The cloture rule, however, is not in the Constitution. That’s something that could change.

        • Exactly how hot has it been out there?…States are just geography..We only need a House/that has to be accountable to the voters every two years..A Senator that’s gets elected for 6 years is a pork barreled,narcissistic,nightmare of a human being in 3.

          • The Founders had a different idea. I imagine they were following the precedent of the English system (and some state legislatures). The Senate is supposed to be more staid and stable, more involved in foreign affairs, and to act more as advisor to the president.

            Madison wanted the Senate to be all that and also elected proportionally like the House, but he lost that argument. If had made a deal earlier, he might have gotten a better compromise.

            The idea of states having representation as states was too strongly engrained in 1787 to go all the way the other direction, and it got down to either taking the small state deal or there would be no Constitution.

      • I always thought abolishing the Senate could only help expediate and simplify the legislative process in this country.That said,in a Republic the minority is not relegated to second class status and it’s wishes are considered on par with the majority..that’s how this country was founded.The Senate is an outmoded toga wearing dinosuar that needs to be ended forever.

          1. Congress Persons don’t even read the bills or have time allowed to read them. Begging the question Who is really writing the Bills.

          2. Other language that does not even pertain to the legislation in question is snuck in and added.

          3. When bills/legislation is reconciled between the House and Senate versions the legislation can basically be rewritten and not debated then passed.

  11. I believe you have all missed something. Obama will get re-elected …and more democrats for the house….because WOMEN will give them the margin needed.
    Republicans have gone too far by interfering with woman’s health issues. Republicans have really blown it.

    • In case you missed it Gallup had Obama @ a 43% approval rate Nov 11….Today that poll has him@44%..Gas prices up 91% since Boyblunder lucked into office(Why isn’t Pelosi moaning like she did with Bush when it was 1.84/gal..Democrats?Such transparent phonies)..Unemployment above this joke’s own set goals for 36 straight months..It’s actuall 15.1%..I don’t think birth control pills which are free @ any Planned Parent Hood are going to make that much of difference.

    • @ cliff But it’s a woman’s prerogative to change her mind. So Democratic ladies please register as a Rep and VOTE FOR RON PAUL. Due to Prop 14 open primaries you can still vote for a Democrat candidate for offices other than president if you want to.

  12. Gary..I think you’re mistaken. There has been an attack by Republicans (and the Religious right) on woman’s rights as never before. Small example…Republican controlled State of Virginia…enacting legislature that dictates an invasive probing of a womans body if she asks her doctor for an abortion. Of course birth control pills are available. It’s been sed that 99% of woman use them. But this new “ole boys” attack on woman’s rights will back-fire. As far as your “%s”….congress approval lowest of the low…and there’s obvious reasons for that…as you must admit. Democrats will have a good November.

    • I’m pro-life..against abortion and would do anything legally to prevent a woman from getting one..This invasive procedure would serve perhaps to show the woman what it is she’s actually going to terminate with extreme prejudice.I have issues with rape,incest,mother’s health and they are not resolved as yet.I’m human too..and they ending of any human life causes me concern.Congress has low ratings no doubt..both GOP and DEMS..but when asked who would better handle the economy GOP usually edges out..As for Democrats having a good November..I’ll wait till November and see.

    • Good morning Gary! With all due respect, I would say the GOP is the embarrassment right now. The Conservative voice is getting hoarse as the candidates continue a substance-less argument that garners zero enthusiasm. To be honest, I am embarrassed watching the dignity of men tossed aside only made to make them look childish and ignorant. Sucks to be a Republican right now but it might get worse if they don’t endorse anybody soon. Seriously, in support of my good friend Mr. Practical, the Gary Johnson message is strong, clear, concise, and well laid out, why isn’t anybody touting this man’s ideals? If folks aren’t inclined to vote for the president, Johnson should definitely be the guy. Ron Paul and the prevailing cast are also-rans. Now you are faced with Romney as the only clear choice for nomination. Good luck with that.

    • I’m guessing it’s because none of those questions carry any weight outside of your right-wing bubble. People who are not misled by the corporate media know that fast and furious is an A.T.F. boondoggle, just like the previous incarnations under George II. Contrary to Fox News pundants, the president does not control the price of crude oil in the Middle East and everyone else in the world, except for you and your Friends at Fox, thinks that reducing our nuclear stockpile by a thousand or so would be a good thing. And other than you and John McCain, most people in the U.S. are tired of throwing away our good money on overseas adventures that do nothing but irritate the arabs, kill our kids, and line the pockets of the rich. Any other Foxisms I can help you with?

Needless to say, indeed. And the volunteer army – just because they volunteer is no reason to throw their lives away – is it? I mean, from a right-wing perspective. By the way – I can’t recall you ever talking about your military experience. Three, how many nuclear weapons do we have? You can Google it if you don’t know. And how many do we need – in your opinion? – I mean barring any outer space alien invasions, of course.

And I do know it was guns they lost and you know that I thought that was a stupid idea. As for shipping gas overseas, thank you for reading my January 30th column where I talked about it. To be honest, I am embarrassed watching the dignity of men tossed aside only made to make them look childish and ignorant. Lousy to be a Republican right now but it might get worse if they don’t endorse anybody soon. Seriously, in support of my good friend Mr. Practical, the Gary Johnson message is strong, clear, concise, and well laid out, why isn’t anybody touting this man’s ideals? If folks aren’t inclined to vote for the president, Johnson should definitely be the guy. Ron Paul and the prevailing cast are also-rans. Now you are faced with Romney as the only clear choice for nomination. Good luck with that.

      • If I was the last Republican standing I wouldn’t think it was lousy as you put it to be one..You forget the devisive blood letting in the Democratic 2008 campaign..GOP as well..but the Dems were really brutal.. Hillary crying Bill playing the race card,short memory huh?…It’s a primary man..GOP had what? a dozen out the gate..now down to 4..It’s a vetting process..easy to armchair quarterback when your side won’t be having a primary..but rather than worry about GOP embarassment I’d be more concerned if I was A Democrat about why an incumbent is polling so anemically..I’d worry about a 9% unemployment rate cause that’s what it is best case scenario.the 8.3 is a sham.Hopefully GOP will successfully illustrate that..I’d worry about gas prices,This ain’t a 2008 Hope and Change Obama..he’s got a record now..and baby it ain’t pretty

    • I think our very names set them off..I was out of line in a back and forth with Keep Jones AKA salty old clam…and I regret that..I promised to re-habilitate and probably could have been less harsh..even on my last post about the CNN debates..but who can deny media bias in favor of liberals after listening to those questions from CNN’s John King..90% of all media is the USA is slanted liberal that’s a fact..FOX is one of the few that take a fair and balanced approach and the main stream wants to silence that one voice..FOX has plenty of liberals on the air..Bob Beckel,Juan Williams,Joe Trippy,Kirsten Powers,Geraldo Rivera,Paul Begala,and a host of others..I’ve never seen a segment on FOX that didn’t give both sides a shot and when only one side was presented the piece always ends with “We report you decide”..Kirchubel and all who diss FOX are just horribly uninformed.

      • I would have kept a substantial force in country,establish permanent bases pumped out their oil 24/7 and ship it to the US..till their wells bleed bilge water to pay for it all..I’d rid the Iraq government of corruption(we could use the practice)..I’d have rolling Courts Martials for their reclacitrant troops and exact a price of 100 heads for every American soldier killed in a cowardly fashion ,road side bombs etc..It’s all they understand.

Telling that Obama’s healthcare law which was promoted so enthusiastically by Unions and companies friendly to the Chump from Chicago are now running away from it now by the thousands..I would too but I can’t get an exemption..I would also look at Nancy Pelosi’s district in San Francisco and see what benefits are coming her way..you may surprised..or not..seems like the parts of the bill that she did read before she said to pass it without reading it..then we’ll see whats in it..she really liked.

All the other candidates are saying the same stuff they’ve always said and they will continue to do the same stuff they’ve always done… and that mean we, the people, will continue to suffer the same results that we have been suffering from.

    You want something different? You’re going to have to do something different. In this case, you’re going to have to see behind the facade of the establishment (be it politicians or the media) and conclude that only Ron Paul has the plan for real change and he has multiple decades of consistent adherence to the principles of devolving power from the Federal government back to the individual State governments and not engaging in wars for the profits of corporations.

    Yes, Ron Paul is outside of the mainstream of political thought… and THANK GOD FOR THAT!
