Vacaville police promote 3 from within

VACAVILLE — Some familiar faces in the Vacaville Police Department will have new ranks come May 1.

After the in-house promotion of Chief John Carli, several officers within the department were promoted. Those promotions include filling a captain’s position for the first time in 15 years – funded by combining three vacant department positions – and the first female lieutenant in the department’s history.

Selected for the captain’s position is Lt. Ian Schmutzler. He will serve as second in command behind Carli. Schmutzler started with the department in 2000, was promoted to sergeant in 2006 and lieutenant in 2011.

A 19-year veteran of the department, Sgt. Mark Donaldson, and a 24-year veteran, Sgt. Denise Quatman, were both promoted to lieutenant. Both will join Lt. Matt Lydon on Carli’s command staff.

Carli, a 25-year veteran of the Vacaville Police Department, was promoted to chief April 16 during a ceremony at the Vacaville Opera House. Carli said in a press release that while it might seem that a lot has happened in the past week, “the reality is these changes have been in the works for some time.”

“This is a positive time for the entire city as well as the Police Department, and we’re positioning ourselves for the future with these changes,” he said.

    All three of these person are top quality managers that with the Chief will strengthen our department. All are highly respected.
