FAIRFIELD — Solano County on Tuesday could decide to repay $1.5 million of a $3 million general fund loan it authorized for transportation projects in 2006 by using another county funding source.
The Board of Supervisors will decide when it meets at 9 a.m. in its chamber at 675 Texas St.
Supervisors in October 2006 decided to make $3 million from the county’s general fund available for regional transportation projects. The Solano Transportation Authority was looking at several such projects – among them the Suisun Parkway portion of the North Connector and the Jepson Parkway.
Getting federal funds for the projects required a local match.
Of the $3 million authorized, the county in subsequent years committed $1 million to the North Connector and $1 million to the Jepson Parkway. The outstanding balance to the general fund on these loans is $2.3 million, including interest and other costs, a county report said.
Money to repay the $3 million was to come from a proposed county development fee for transportation that county officials at the time said could be established within a year. To date, the county has yet to establish that transportation development fee.
But Solano County since 1990 has had a public facilities fee it charges for certain growth-related impacts within seven categories. For example, money goes to build new health and social services buildings and libraries, but not to transportation-related projects such as roads.
That fee is paid by development in both rural areas and cities. The fee for a new Fairfield home is more than $9,000.
This county public facilities fee has an administrative component and in recent years administrative costs have been far lower than anticipated, a county report said. The county could transfer $1.5 million from the public facilities fee administrative money to help pay off the general fund loan, it said.
Meanwhile, the Solano Transportation Authority has again asked the county to establish a transportation development fee. It has done a study on growth-related projects such a fee could help pay for, such as improving Peabody Road between Fairfield and Vacaville, Highway 113 in the rural east county and Highway 37/Redwood Parkway/Fairground Drive access in Vallejo.
The Solano County Board of Supervisors is scheduled to consider a new county public facilities fee study in the fall. At that time, the issue of establishing a transportation portion of the fee could come up.
