Rio Vista council to discuss land-sale contract change

RIO VISTA — The City Council will look Tuesday at amending a contract between the city and California Vegetable Specialties to allow the purchase of the property outright.

Rich Collins and his California Vegetable Specialties recently became the first business to buy a piece of property within the business park area of Rio Vista.

For decades the city couldn’t sell the land because of a deed restriction. Collins held a longtime lease with the city for the bare land but made numerous improvements over the years, becoming the largest producer of endive in the country.

The original signed contract for the 5.95 acres at 15 Poppy House Road stipulated repayment terms in four annual installments totaling $317,500. The amended contract would allow the option to buy in one lump sum for the same total price.

The one-lump-sum sale would eliminate the need for the city to finance the sale.
