40% of first term enlistees will fail to complete their contractual military service obligations. They will seperate for a variety of reasons. Some will complete their terms of enlistment but will be denied re-enlistment for cause. Military service is physically, emotionally and legally risky. You can get killed or maimed. You can be inprisoned. You can end up at the wrong place at the wrong time as you spin the dice everyday.
