Although it may be too early to tell, I believe black history month is off to a bad start in the tribal village of Vallejo. Of course, this is all the fault of the ''good ol' boys'' and other assorted neer'dowells who have long standing unremedied concerns over the growing welfare society and its counter-balance, the police state.
